Resolves #12306:

1. Redundant n Argument in dencrypt Function and
2. Reversible Encryption Test Assumptions: Fixed by taking N=13 as a constant.
3. Testing for Errors and Assertions: Added a condition to check if input s is a string.
   Additionally:
4. Changed function name from dencrypt to apply_rot13 to make functionality clearer.
5. Added .split() to input in main function as per contributing guidelines.
